MANAGER’S REPORT

We would like to take a few minutes to give a few updates on projects that are in the works.  Most of this information is shared at the Open Board Meetings held on the third Thursdays of the month.   We encourage all CSL Homeowners to attend as often as possible.

One of the big events is the new Flea Market that will be every Saturday and Sunday beginning Memorial Day weekend through Labor Day weekend.  The hours are 8am until 5pm.  The vendors will be able to set up as early as 6am.  The small rental fee of $10 will go toward the upkeep of the Flea Market area.  There are a few restrictions as to what can be sold; no alcohol, no animals, no firearms, and no fireworks.  If you have something that you would like to sell, you must complete a rental agreement.  Diane has the agreements at the CSL Club House office.   Be sure to come by to shop or sell.

The State of Indiana has approved the grant application for the repairs on the main dam.  Approximately 1.8 million dollars will go to the Department of Natural Recourses for our project.  Not all the papers have been signed, but we are looking for the work to begin sometime this summer.  We will have to provide the State with $50,000 in matching funds toward the dam grant project.  CSL will NOT have direct access to the grant funds.  They will be held by the DNR for distribution directly to the contractors.  Any of the grant funds that are not used will go back to the State of Indiana.  Once the work is finished, we expect the water level to go back up making it much easier to launch boats again.

The spring storms have been hitting really hard.  Homeowners can go to the club house if they feel uncomfortable in their trailers during a bad storm.  Listen for the storm sirens and take cover in a safe location.  There has been a lot of tree damage.  Keeping the roads clear of downed trees is our first priority and then we will clean up the fallen trees in the common areas.  It is your responsibility to clear any fallen trees from your lot.  DO NOT put your tree waste on your neighbor’s lot!  This is against the law and very dangerous to the entire community.

Your Board of Directors met with the County Commissioners recently.  The Commissioners and Town Council would like to have a stronger presence at CSL.  Everyone is working on a plan to allow Jennings County to adopt the main entrance road and Country Manor Road.  If this gets worked out, then the county police will be able to patrol and ticket these roads on a regular basis. This would be a huge benefit to everyone at CSL.

Common area property taxes have always been a giant burden on the budget.  Elite PMGT filed all the papers needed with the County to reduce the property taxes from $19,000.00 to $9,700.00.  This is a large savings and we may be able to reduce this a bit more in the next few months.

The old swimming pool cannot be fixed.  It would cost more to fix the damage that was done many years ago than it would be to build a new pool.  The Board recently received a bid for a new pool in a new location and the cost would be close to $127,000.00.  This does not include the cost of an increase in the insurance liability premium. Right now the pool will have to remain on the “wish list” until more pressing items are taken care of.  In the mean time, we received the permit to fill in the old pool with dirt so it will not become a hazard.  The old pool house will eventually have to be taken down.

If you have not made payment arrangements or paid your property assessments, be aware that more and more property accounts are going to collections every day.  CSL has not lost a collection case in court.  By the time the property account reaches a court date, the property owner could owe $700 to $2,000 in additional court fees.  Why anyone would want to pay more money for a debt that they are legally obliged to pay, is a mystery.  A court judgment will show on your credit history report.

In closing, there are many more items that the Board of Directors and Elite PMGT are working on.  Please come to the Open Meetings on the third Thursday’s of the month for additional information that is not listed here.  Progress is slow as we take one step at a time forward.  The more volunteers we have and the more owner’s who pay their dues and assessments on time, will enable us to accomplish things faster.

After July 16, 2011, NO CASH PAYMENTS WILL BE ACCEPTED AT THE CSL CLUBHOUSE OFFICE.

Already this spring the Club House has been broken into so there has been a growing concern over theft and safety.  The Board of Directors voted in an Executive meeting to stop taking cash in the office.  To help the homeowners, the office will accept checks, money orders, cashiers checks, Visa, Master Card and Discover cards.  Most of the banks allow a debit card to be used as a credit card.  We know that this will be a change to the way you have paid on your account in the past, but the Board is also concerned in keeping your payment safe.  Cash payments can not be accepted after July 16, 2011.  Thank you.
